Landscaping Ideas for an embankment? Options

In Part of our yard, the yard slopes down toward the street. This embankment is difficult to mow and we'd like to plant somehting there that will fill the area, so we won't need to mow it.

The area gets afternoon sun, put is partially shaded by a large tree.

At the bottom of the hill/embankment is a drainage ditch about 1 foot wide that needs to stay free and clear of shrubs and plants.

Many of my neighbors use what appears to me a variety of Juniper, but I'm allergic to juniper and would prefer to use somthing else.

Any suggestions?
